Top-placed OMD registered 37 wins in January-February media table.

OMD, Starcom and Spark Foundry all surpassed $1bn in billings in January-February to claim the top three places in 2023’s first global agency rankings, according to Campaign Advertising Intelligence.

Saatchi & Saatchi leads the creative rankings, also with billings of more than $1bn. Campaign compiles the global agency rankings based on data from R3 and submissions directly from agencies.

From 2023, Campaign Advertising Intelligence is reporting global new-business activity on a two-monthly basis, meaning agency rankings will be available every two months. In addition, agencies will be ranked by estimated net billings as opposed to estimated net revenue.

OMD Group sits atop the media table with estimated billings of $1.51bn in January-February. Its biggest win is the US business for L’Oréal, which also owns the Maybelline and Garnier brands. OMD is the lead agency in the Omnicom Media Group victory, which was announced in December 2022.

Publicis Groupe’s Starcom and Spark Foundry take second and third place. Both have two wins apiece so far and, like OMD, with one valued at more than $1bn in billings.

Starcom’s billings in the first two months of the year totalled $1.33bn, with the key win remaining confidential for now. It also picked up Akbank in Turkey.

Spark Foundry landed a US Comcast brief that pushed the agency’s billings to $1.1bn.

Other agencies in the top 10 remain well below $500m in billings, although many new-business teams had clearly been very busy: aside from OMD, five other agencies in the top 10 had wins in the double digits in volume terms.
